History CIVICUS: Center for Cambodian Civic Education (“CIVICUS Cambodia”) was founded by Theary C. Seng, to work on civic education, reconciliation and peacebuilding. There exist many unaddressed issues within Cambodian society especially in these areas, and thus the work of CIVICUS Cambodia is really the continuation of the good work of the Center for Social Development (CSD) under Ms. Seng’s leadership from March 2006 until it was cut short in July 2009 via a personal-turned-political injunctive order and of the Center for Justice & Reconciliation (CJR), which she founded in 2009 and which now forms a major project of CIVICUS Cambodia.
