Ms. Theary C. Seng, Founding President
Theary C. Seng is the founding president of CIVICUS: Center for Cambodian Civic Education, in addition to being the founder and board president of Center for Justice and Reconciliation. Born in Phnom Penh just before the Khmer Rouge regime rose to power, Ms. Seng suffered under the brutal regime until eventually emigrating to the United States in 1979. In 1995, she returned to Cambodia to volunteer with various labor and human rights organizations. In 2006, she joined Center for Social Development (CSD), and in 2009 founded Center for Justice and Reconciliation (CJR) now incorporated as a major project of CIVICUS Cambodia. She received her Bachelor of Science in International Politics from Georgetown University’s School of Foreign Service, and her Juris Doctor from the University of Michigan Law School.
